My pick of the top 10 villains from the Dragon Ball Z universe. I chose Frieza, Cell, and Kid Buu since they were the main villains from the series. I also chose Baby and Syn/Omega Shenron since Baby was the main villain from GT and Syn/Omega was the strongest of enemies. And Zamasu, especially Fused Zamasu, was definitely the biggest villain of Super. Ha, that's three villains for the first series, two for the second, one for the third.

For the other four villains, I was already set on choosing the original Broly, Janemba, and Hirudegarn, but I was debating a long time between Cooler, Hatchiyack, Bojack, King Piccolo, and Super 17. I decided to exclude Super 17 because he was the shortest series villain, and King Piccolo because, though he was the main villain in Dragon Ball, he's really small time in the grand scheme of things. So I debated between Bojack and Hatchiyack, but decided on the latter due to how interesting he was, and because of the history the Tuffles and the Saiyans share.

I neglected choosing Vegeta, Beerus, and Jiren as villains because Vegeta becomes a good guy and Beerus, though he's the God of Destruction, isn't actually evil, and even though Jiren was the main antagonist for the final saga of Super, he wasn't a villain.

By the way, out of all the DBZ movies, I'd like to give the most props to Wrath of the Dragon. Though the first Broly movie was my favorite, Wrath of the Dragon just had a feel to it that made it seem like a real movie, even more so than Battle of the Gods.

Not a bad list, but I would have to make Cell number 1. Don't get me wrong; Frieza is one of the best, most iconic villains in DBZ, but I feel overall Cell is a better bad guy. Better design, far stronger, menacing personality, and a fairly compelling story which spans timelines and calls back to the original Dragon Ball. Frieza, on the other hand, gets wrecked with every comeback he tries to make. 
Side note: I agree with you leaving Super 17 off the list; he had the potential to be an awesome villain but his time on screen was WAY too short.
